What it does
Hitting an enemy with a basic ability while located at least 700 units away from them at the time of the hit reduces the current cooldown of that ability to 0.5 seconds. If the ability hit is from a damage over time effect, the cooldown of the ability is instead reduced to 3 seconds if it is not already below that.
